The UN Security Council’s Lack of Consensus on Climate and Security
While climate change and its implications for security have been acknowledged many times by international military leaders (see here for example), as well as by senior leaders in the U.S. Department of Defense (here), the United National Security Council (UNSC) has only addressed the issue in fits and starts thus far, despite the institution’s global charge to maintain international peace and security (here). One reason for this is the individualized lens that each member country uses to assess climate change and its effect on their own security, as well as others. This creates a barrier to a consensus on what the UNSC’s general agenda should be on climate change despite individual resolutions that single out specific areas or states where climate change and its effects on security, e.g., food insecurity, are mentioned and addressed (see here and here). Other U.N. organizations have readily embraced climate change and security within their programs (here).

The Center for Climate and Security co-hosted a Hague Roundtable on Climate & Security* event in Washington D.C. on Tuesday, April 24, 2018, in collaboration with the Institute for Environmental Security, the Elliott School of International Affairs at George Washington University and the Embassy of the Netherlands in the US and IHE Delft. New Report: Action on Climate and Security Risks
Last week, a new report was released by the Planetary Security Initiative (PSI), a multi-organization consortium including the Center for Climate and Security, and coordinated by the Netherlands’ Clingendael Institute. The report, titled Action on Climate and Security Risks, reviews global progress made to date on addressing the security implications of a changing climate. The review includes both significant concerns, and reasons for optimism. From the announcement:
More Than 70 Countries Tell UN Security Council to Prioritize Climate Security Risks
As part of New Zealand’s July presidency of the UN Security Council, the country hosted a debate around matters of interest to small island developing nations under the heading, “Maintenance of international peace and security: peace and security challenges facing small island developing States.” Not surprisingly, climate risks to these nations were prevalent throughout the discussion. This debate built on an Arria-formula meeting held earlier in the year looking at climate risks to state fragility. (more…)
