Security and climate change implications for humanitarian, development and peace-building programmes in Somalia
As part of the project ‘Catalysing cohesive action on climate and security: bridging silos for enhanced humanitarian action’ for USAID’s Bureau of Humanitarian Assistance, ODI and the Center for Climate and Security (CCS) hosted a workshop 3–4 October 2023 in Nairobi, Kenya to discuss challenges and opportunities across climate adaptation, security, development and humanitarian aid to deliver climate-resilient development.
The project aims to develop policy recommendations to make humanitarian assistance more sensitive to long-term climate risk and security dynamics. A group of select and highly experienced stakeholders with interests in Somalia were brought together to explore how actors can take more coordinated, coherent approaches that meet immediate needs while also contributing to longer-term climate resilience and stability, and strengthen the use of conflict and climate risk assessment to make investments and actions more effective.
Event Summary: Feeding Resilience and the House Climate Solutions Caucus

On December 1, the Center for Climate and Security (CCS) held a policy briefing with the bipartisan House Climate Solutions Caucus, to discuss the recent report, Feeding Resilience, which explores the nexus of climate change, food insecurity and national security and presents policy recommendations for the United States for addressing those issues.

CCS Endorses COP28 Declaration On Climate, Relief, Recovery And Peace
The Center for Climate and Security (CCS), an institute of the Council on Strategic Risks, is proud to endorse the urgent call to action embodied in the COP28 Declaration On Climate, Relief, Recovery And Peace, and welcomes the COP’s inclusion of a dedicated day on the topic for the first time. This Declaration reflects inputs and endorsements from a wide range of governmental and non-governmental actors across the climate, environment, development, humanitarian, and peace and security sectors. This demonstrates a growing recognition of the reality that climate change poses a multifaceted threat to peace and stability, requiring an integrated response across these sectors.
Event Summary: Implications for NATO of Climate Security Scenarios in the Balkans
An exercise conducted with the Halifax Peace with Women Fellowship 2023

On October 30, the Center for Climate and Security (CCS) led a scenario exercise on climate security for the new class of the Halifax Peace with Women Fellowship, which convenes senior female military leaders from NATO and partner countries for a 3-week executive tour of the political and technological capitals of the United States and Canada. The exercise sought to socialize a better understanding of how climate change hazards shape security risks in a region of importance to the NATO alliance (in this case, the Balkans) and help identify ways in which NATO, partner countries, and their militaries can better prepare for and prevent these risks. Participants included the fellows class along with officials from the U.S. Department of Defense’s Office of Force Education & Training and Office of Arctic and Global Resilience.
