Hampton Roads: Climate Adaptation, Preparedness and Resilience Exercise

Early this month, legislators convened in the Hampton Roads area of Virginia to discuss the impacts of sea level rise on the region at two major events. The threat to military installations in Hampton Roads has been one of the important discussions of the meetings. (more…)
Capt. Toll and RADM Titley: The climate threat to Hampton Roads
Old Dominion University (ODU) recently hosted a Preparedness and Resilience Exercise for Hampton Roads. The event was led by the National Security Council with support from the FEMA National Exercise Division, and used a scenario exercise tailored to the region and designed to reinforce “work already underway locally on sea level rise, extreme storm surge and recurrent flooding.” The exercise included participation from local, state and federal government, private businesses, academic and community partners.
On a related note, Captain Ray Toll, USN (Ret) and CCS Advisory Board member, Rear Admiral David Titley, USN (Ret), wrote an Op-ed in the Virginian Pilot titled “The threat in Hampton Roads.” The Op-ed includes points brought up during the Dec. 2 exercise at ODU. (more…)
Climate Change in FEMA’s 2014-2018 Strategic Plan
In case you missed it, the U.S. Federal Emergency Management Agency (FEMA) released it’s 2014-2018 Strategic Plan on July 15th. This comes on the heels of the release of the Quadrennial Homeland Security Review (QHSR) by FEMA’s parent department, the Department of Homeland Security (DHS). According to the summary by FEMA, the plan “reflects objectives the Agency will accomplish to provide the best possible support to the American people before, during, and after disasters.” In addition to a strong focus on risk management and preparedness, the strategic plan includes explicit mention of the risks related to climate change and the need to better integrate those risks into the Agency’s plans. DHS Secretary Napolitano’s Farewell: Successor Will Need to Prepare for Climate Change
U.S. Secretary of Homeland Security, Janet Napolitano, gave farewell remarks today, as she steps down to assume her new role as president of the University of California multi-school system.
A section of her remarks took the form of an open letter to her successor, where she laid out the challenges and opportunities that the next Secretary will likely face. Part of that open letter included an emphasis on the risks of climate change. (more…)
