Dr. Daniel Y. Chiu

Dr. Daniel Y. Chiu is Director of the Joint Advanced Warfighting Division at the Institute for Defense Analyses, a Federally Funded Research and Development Center.  He leads a diverse team of military, technical, and analytic experts to support the US Department of Defense in concept and capability development through Joint Experimentation and Defense Innovation.  Working primarily with the Office of the Secretary of Defense and the Joint Staff, his team focuses on analytic wargaming, dynamic red-teaming, broad-spectrum horizon scanning as well as technical and historic lessons-learned.

Dr. Chiu also previously served as the Deputy Assistant Secretary of Defense for Strategy as well as the Deputy Assistant Secretary of Defense for Strategy and Force Development in the US Department of Defense. In these roles, he was responsible for developing national defense strategy and guidance for defense investments in military force structure, technology, and non-material solutions.  He led work for the Secretary of Defense on strategic planning with an emphasis on global trends in a complex, dynamic, and globalized security environment.  As part of these duties, he oversaw the strategic analysis process, products and community as well as strategic planning engagements with key allies and partners.  During this time, he also led work to include the consideration of climate change implications for national security for the first time in the 2010 Quadrennial Defense Review, testified to Congress on the importance of these considerations in defense strategy, and engaged with international allies and partners on better planning and cooperation to manage the risks of climate change.

He received his BA with honors in Political Science from McGill University, MA in International Relations and Economics from the Johns Hopkins School of Advanced International Studies, and his PhD in International Relations from the Johns Hopkins University.
