As reported today in the New York Times, “a group of foreign policy experts, among them Secretary of State Hillary Rodham Clinton, gathered at the Holocaust Memorial Museum on Tuesday to consider modern threats of genocide and how to prevent them.” Interestingly, the subjects of climate change, water, food and energy security came up.According to one of the participants in the dialogue, Timothy Snyder of Yale University, climate change exacerbates ecological stresses that can multiply resource crises, which could indirectly heighten the likelihood of mass killings.

Chris Kojm, chairman of the National Intelligence Council (NIC), also raised the specter of “unmet demand for food, water and energy” as being a few reliable indicators that mass atrocities could occur. Kojm confirmed that the NIC’s forthcoming intelligence estimate on the “threat of genocide and mass killings” would consider these factors in their risk assessment.
